I have broad experience in advising on the procurement and delivery of infrastructure, construction and other major projects across a wide range of sectors, including rail, water, aviation, roads, marine, public transport and mining. I have worked nationally across MinterEllison’s Projects, Infrastructure and Construction team, collaborating with colleagues support the successful delivery of projects across Australia.

My experience spans a wide range of project delivery and procurement models, with particular expertise in collaborative contracting and alternative compensation models. I regularly prepare and advise on tender and procurement documentation, and draft and negotiate major contracts and associated project documents, including interface agreements.

I have extensive experience working in-house with Queensland Government agencies through secondments, most recently with the Games Independent Infrastructure and Coordination Authority.

I bring a practical, solutions-focused approach to my work and enjoy working closely with clients and project teams to help deliver complex projects with confidence.

Games Independent Infrastructure and Coordination Authority: Extended 12 month secondment with the Department of State Development, Infrastructure and Planning and then the Games Independent Infrastructure and Coordination Authority, to assist with various workstreams relating to the delivery of venues and other infrastructure.

Career highlights

Rail Projects Victoria: Melbourne Airport Rail project: Key advisor on the delivery of the Melbourne Airport Rail project, including in relation to:

  • the Sunshine Systems Package, which relates to the delivery of infrastructure and systems works and redevelopments in and around Sunshine and Albion Stations and corridor-wide rail signalling and systems to support the overall Melbourne Airport Rail project; and
  • broader Melbourne Airport Rail project matters, including negotiations and stakeholder management with other government agencies, rail operators and interfacing entities.

Department of Transport and Main Roads (Queensland) (DTMR): Key advisor to DTMR on various strategic projects, including:

  • advising on the delivery of the Bruce Highway Targeted Safety Program;
  • negotiating transport infrastructure contracts for the delivery of road infrastructure in Queensland, including drafting and negotiating contracts with collaborative compensation frameworks;
  • preparing the next generation long term road asset maintenance contracts for South East Queensland;
  • advising on the New SEQ Bus Contracts 2016 project, which involved the procurement of 16 long term operations contracts that are 'step changes' in performance management, risk allocation and incorporation of technology;
  • supporting TMR in its response to COVID-19, including liaising with industry bodies and amending TMR's standard contracts.

Gladstone Area Water Board (GAWB): Key advisor to GAWB in relation to:

  • the delivery of the circa $1B Fitzroy to Gladstone water pipeline
  • the negotiation of various long term water supply contracts with new customers to support the development of major industrial projects in the Gladstone region; and
  • other operational matters, including drafting and negotiating option agreements, access licences and connection works agreements.

Queensland Rail: Cross River Rail project (CRR) and European Train Control System (ETCS) Project: Advised in relation to the procurement of this project and was on secondment in the Queensland Rail project team assisting with all aspects of the project, including reviewing and negotiating all contract documentation and advising Queensland Rail in relation to 'whole of project matters' to ensure integration between the various elements of the projects (including negotiating various interface, project cooperation and safety management arrangements with a range of parties).

Commonwealth of Australia – Antarctic Infrastructure Renewal Program (AIRP): Advised the Commonwealth on the procurement and delivery of the AIRP, a project to upgrade Australia’s Antarctic research stations and supporting infrastructure, including aviation facilities.

Brisbane Airport Corporation - New Parallel Runway: Key part of the team to deliver the new parallel runway for Brisbane Airport. This $1.3B major long term capital project involved large scale reclamation and development works involving the design and construction of the new runway and associated major roadworks, including a major new underpass. Luke was involved in preparing tender and contractual documentation for each of the major packages, negotiating and finalising those major packages and advising on related arrangements, including design consultancy agreements.
