New Aged Care Act: Six months in review

We provide an overview of the key reforms since the introduction of the new Aged Care Act.

Since the introduction of the new Aged Care Act, the aged care sector has experienced significant reform across the current and emerging regulatory landscape. 

This update covers:

  • the Commission's targeted review of the Financial and Prudential Investment Standard, which applies to all non-government registered providers in Category 6;
  • increased provider compliance with care minutes targets, with compliance rising from 32% to 60%;
  • expanded material change notification provisions, including the requirement to notify the Commission of restructures, sales, acquisitions, mergers, and share sales;
  • GST changes affecting Higher Everyday Living Fee (HELF) agreements from 1 November 2026;
  • the Commission's 2025–26 Regulatory Strategy and sector complaint and enforcement trends;
  • upcoming price caps for funded aged care services from 1 July 2026 under the Support at Home program; and
  • key transition milestones for Home Care Packages, Extra Service and Additional Service agreements, and Resident Agreements.
