TfNSW – Digital Systems Program

Our work has spanned the public and private side of Sydney Metro projects, acting for Sydney Metro, contractors, operators and station developers. We are currently acting for the NSW government to deliver the $11b Sydney Metro - Western Sydney Airport project involving 23-kilometre new railway and six new metro stations procured as series of design & construct packages together with a long term PPP for the delivery and operation of the line.

Advised the State of Victoria on all aspects of the procurement processes for the $1.5b New Footscray Hospital PPP and the major redevelopment of Frankston Hospital. Each project was successfully procured during the challenges of COVID-19 and when delivered will provide major enhancements to the Victorian public health and hospital networks.


ItNewcom was engaged by TfNSW to provide commercial support in sourcing operational technology systems to upgrade Sydney's rail network as part of the Digital Systems Program. Our role involved the development and execution of the sourcing strategy, EOI, RFP, evaluation, negotiation and mobilisation.

WSA Co – Enterprise Technology Contract

Advised the Department of Defence on the $1.2b Northern Territory Training Areas and Ranges project and several major Defence military base redevelopment matters around Australia, including in the Northern Territory, RAAF Edinburgh (SA), Elizabeth North Training Depot (SA), Paterson Barracks and New Cadet Facilities (TAS), Anglesea Barracks (TAS), HMAS Waterhen (NSW), Keswick Barracks (SA), Woodside Barracks (SA).

Advised the Cross Yarra Partnership on the $6b Melbourne Metro Tunnel and Stations PPP. Our role involved negotiating with the State, key subcontractors, lenders and third party equity, to finalise the Project Documents with the State, the key design and construction and maintenance subcontracts, the financing arrangements with a large banking syndicate, as well as advising on and establishing the equity capital structure and interfacing arrangements.

We advised on WSA's Enterprise Technology Contract to deliver a technology framework for the airport that allows more than 60 technology systems to talk to each other to deliver a fast, seamless journey for customers. The contract is integral to WSA's vision of becoming Australia's first digitally enabled airport, offering an unrivalled experience to airline, passenger and air cargo customers.
