I am an experienced government, energy and major projects specialist with an extensive record of advising public authorities, contractors, sponsors, lenders and investors on complex projects.

I specialise in transactions involving the procurement, construction, funding and sale of energy and infrastructure assets, with a particular focus on renewable energy projects. I also regularly advise various departments of the Commonwealth and Victorian governments, as well as corporates and educational institutions, on a range of public procurements, policy issues and research projects.

Career highlights

  • Davis Aerodrome: Advising the Commonwealth government on proposed procurement of a new runway and associated aviation facilities at Davis Station in Antarctica under an alliance model.
  • System Integrity Protection Scheme: Advised the Department of Environment, Land, Water and Planning on the procurement of Victoria's 'Big Battery', a 300MW storage facility in Geelong.
  • Formosa 1: Advised Macquarie Capital, Ørsted and Swancor Renewable Energy as joint project sponsors on the development of the Formosa 1 offshore wind farm in Taiwan, a first-of-its-kind project financing for offshore wind in Asia and a key pathfinding project for the wind industry in the region.
    St. Nazaire, Fécamp and Courseulles-sur-Mer: Advised Electricité de France and Enbridge as sponsors on the simultaneous procurement of three 500 MW (approx) offshore wind farms in France, including the development and negotiation of the commercial contracts for both floating and fixed foundations, vessels and export and inter-array cables packages.
  • Intermodal Terminals: Advising Department of Transport on the construction and funding of a number of rail intermodal terminals and related arrangements at the Port of Melbourne.
  • Gaziantep Hospital PPP: Advised the multinational sponsor group of Kayi, Salini Impregilo and Samsung C&T on the initial drafting, development and negotiation of the commercial contracts relating to this EUR 600 million, 1,875 bed hospital project in Turkey.
  • Stawell Underground Physics Laboratory: Advised the University of Melbourne, together with its research partners, on the contractual arrangements underpinning the funding, development and operation of a new research facility and related governance matters.
  • Olympic Park: Advised the London Olympic Delivery Authority on the legacy adaptation of the combined heat and power network at the London Olympic Park and related supply arrangements for residential developments at the former Athlete's Village, as well as on various matters concerning other Olympic Park utility concessions.
