Ross Landsberg is a senior lawyer in Brisbane’s Government practice and Major Projects group. He has a 25-year track record in large infrastructure projects, recognised for both his strategic advice and extensive government expertise.
A trusted adviser to the Queensland Government on high-profile projects, Ross also acts for the private sector in commercial aspects of large infrastructure, mining and resources, and utilities projects. He has particular skill at the important interface of commercial construction issues, as well as complex policy concerns.
Ross’ expertise spans both project creation and operation. He is an expert in risk analysis, global procurement arrangements, and diverse project delivery methods including PPPs, alliances, ECI, EPC, EPCM as well as traditional models.
He also provides public and private sector advice on the acquisition, operation, disposal, funding and due diligence for major projects, as well as State asset agreements for private proponents.
Some current leading clients are the Queensland Government (including the Treasury, Queensland Health, Department of Transport and Main Roads, and the Gladstone Area Water Board) and major privare sector clients including Anglo American.

He is a regular speaker on infrastructure-related matters, and active in numerous peak industry bodies as well as pro bono work.
Assisted Peabody Energy Australia with development of a suite of procurement contracts (including construction contracts) for use across multiple mine sites in Queensland and New South Wales. We currently assisting Peabody in the negotiation of deals based on those templates, with those deals ranging in complexity and value from tens of thousands of dollars to hundreds of millions of dollars.
Advised Energex on the auditing, development and integration of procurement policies, processes and systems. This included developing the tender conditions (standard and special) and tender documents, discussing the process and outcomes with tenderers, advising on associated tender issues, providing advice to the ENERGEX board, and daily matters such as developing tender and purchasing systems.
