Biography

Sam is Managing Partner of Minter Ellison's Hong Kong office and head of the firm's Major Projects & Resources practice in Asia.

Among his client base are developers, contractors, financers, and governments involved with major projects and privatisations throughout Asia. He has worked on major projects and privatisations throughout Greater China (PRC, Hong Kong and Taiwan) as well as in Pakistan, India, Indonesia, Thailand, Malaysia, The Philippines, Mongolia and Africa. These projects have primarily been in the energy, petroleum, water, wastewater and infrastructure sectors.

Of particular note is the leading role Sam played in the award-winning Australian contract to supply LNG to the Guangdong Terminal project, which is Australia's largest-ever single income export deal valued at US$13 billion over 25 years. Sam also advises LNG buyers including PetroChina and Sinopec.

Increasingly, Sam is forging a reputation in public and private partnerships (PPPs), having led the Minter Ellison team that advised the successful consortium that built the new HK$2.3 billion international exhibition centre at Chep Lap Kok airport – Hong Kong's first PPP project. His team also advised the successful consortium on its bid to design, construct, develop and manage the SkyCity Hotel – Hong Kong's second PPP project.

Given his significant experience, Sam has been recognised as a leading lawyer in a number of industry guides and directories, including:

Sam started with Minter Ellison in the firm's Melbourne office in 1989. Three years later he joined leading global firm Clifford Chance, based in the firm's London office as a member of the major projects group. Then, in 1996, Sam moved to Hong Kong to lead Minter Ellison's Hong Kong practice. He continues to play an integral role in the development and implementation of the firm's Asian strategy and is a regular platform speaker on topics of interest to those in the resources and infrastructure sectors.
