Biography

Paul is a PPP, Property & Construction and Project Finance specialist widely recognised as being a market leader in the delivery of Australian infrastructure projects. He has a wealth of experience advising on the successful procurement, bidding, and financing aspects of major projects through to financial close. Paul has recently been named by Chambers Global as one of Australia's leading infrastructure lawyers.

Paul returned in 2003 from working in London for over three years where he acted for funders, private consortia and government in the defence, health, education, rail and asset finance sectors specialising in PFI and Project Finance. He has an in-depth knowledge of PPP policy in Australia and was engaged by the Victorian Department of Treasury & Finance and NSW Treasury in relation to the development of the Standardised Commercial Principles for PPP's policy documents.

Paul's recent transactions include:

  • leading the legal team advising on the Defence Single LEAP I (Westpac/Multiplex) and Single LEAP II (CBA/Westpac/Thiess/United) projects 
  • advising Carewest consortium (Multiplex/Westpac) on its bid for the Orange Hospital PPP project
  • advising and drafting the operating and maintenance agreements for the stations and the re-financing of the Airport Link Pty Limited
  • acting for the University of Technology, the University of NSW as well as the University of Western Australia in their respective student accommodation PPPs
  • acting for the Victorian Schools PPP, the South Australian Schools PPP and the South East Queensland Schools PPP on their respective design, construct and finance of super schools
  • acting for Northern Motorway consortium (Amro/Leighton Contractors) on its bid for the Brisbane Airport Link Toll Road
  • advising the Victorian Department of Treasury and Finance on the development of whole of government standardisation of PPP commercial principles 
  • acting for the NSW & Victorian Treasuries reviewing closed NSW & Victorian projects to determine differences in approach between the states in risk allocation and commercial principles
  • advising the Synersec Consortium (Westpac/Multiplex) on its bid for the Defence Headquarters Joint Operations Command PPP 
  • advising the Aurora Consortium (Siemens/CBA) on its bid for the RailCorp NSW PPP
  • leading the legal team acting for the Plenary Group Consortium on the successful financial close of the Melbourne Convention Centre PPP
  • advising DVI on the financing of medical equipment to hospital trusts and companies.

Paul was also seconded for six months to the Infrastructure Division (ID) of the Australian Department of Defence to set-up and lead a Private Financing Unit within ID to enable ID to practically implement PPP as a procurement methodology alongside its more traditional approaches.
