MinterEllison working with Victoria's emergency management sector to deliver world leading services

2 mins  20.09.2018

MinterEllison is helping ensure Victoria's emergency services staff and volunteers have modern, resilient, fit-for-purpose and affordable operational communications.

The firm is advising Emergency Management Victoria (EMV) on its Emergency Management Operational Communications (EMOC) Program. The EMOC Program, delivered under the Victorian Emergency Management Strategic Action Plan, provides the 2025 operational communications vision for Victoria’s emergency management sector.

"The EMOC Program will enhance the ability of the State's emergency agencies to operate and interoperate," said Ms Diwell. "It will transform Victoria's emergency services communication facilities into a world-leading system over the next decade."

"As technology advances, so do community expectations, and the demand for user friendly, fit-for-purpose communications for our emergency services organisations and the community. At the same time, the increase in emergency events, such as extreme weather, has highlighted the importance of reliable and durable communications networks to our emergency services' operations," explained Ms Diwell.

"The emergency management sector has recognised the need to adapt and embrace opportunities provided by new technologies, for both its operational staff and the community more generally," said Ms Diwell. "Our advice will help ensure Victoria has the flexibility to leverage future technologies, and to transition from existing technologies at the appropriate time. All of this is centred on giving emergency services and volunteers the communication tools they need to carry out their vital role."

MinterEllison has provided strategic advice to the Victorian Government on its emergency services telecommunications arrangements for over 15 years. Recent advice has included input on EMV's Operational Communications Program Roadmap to 2025 and business case for funding, preparation and planning for negotiation and procurement of new technologies, and the drafting and completion of various contractual arrangements.

The MinterEllison team was led by Kylie Diwell (Partner). She was supported by Paul Kallenbach (Partner), Nicole Reid (Special Counsel), Fiona Lewis (Special Counsel), and Margaret Gigliotti (Senior Associate).

Established in 2014, EMV focuses on effecting the Victorian Government’s emergency management reform agenda. Along with a range of agencies, organisations and departments, EMV ensures Victoria's system of emergency management is sustainable, effective and community focussed.
